C T Online Desk: Shakhawat Sabbir | Special Correspondent : The government has officially issued the July National Charter (Constitution Reform) Implementation Order, 2025, following approval by the Council of Advisers and endorsement by Chief Adviser Professor Muhammad Yunus. President Md. Shahabuddin signed and released the order through the Legislative and Parliamentary Affairs Division of the Law Ministry.
According to the gazette, the July National Charter reflects the people’s will manifested through the July–August 2024 student–citizen uprising that toppled the former government and paved the way for the current interim administration.
The order lays the foundation for major constitutional reforms, including the formation of a Constitution Reform Council, a national referendum, and a bicameral Parliament. Key reform proposals include restoring a neutral caretaker system, limiting the Prime Minister’s tenure, ensuring judicial independence, strengthening the presidency, and enhancing women’s representation in Parliament.
If approved in the referendum, the next Parliament will also act as the Constitution Reform Council, tasked with finalizing and enacting amendments within 180 working days. Officials confirmed that the referendum and general election will be held simultaneously, with the Election Commission preparing the necessary laws to oversee the process.
